Montenegro Tourist Tax (Residence Tax)
When visiting multiple municipalities in Montenegro, it is essential to register your stay in each location if you plan to be there for more than 24 hours. Each application for registration will undergo a review process to ensure compliance with local regulations.
How Much is the Tourist Tax in Montenegro?
The tourist tax (residence tax) is €1.00 per person per day, €0.50 for children aged 12 to 18, and children under 12 years are exempt from the tourist tax. This fee is not included in your accommodation charges and must be paid separately in cash.
Important:
- It’s important not to assume that your accommodation provider will handle your registration and tax payments for you. Be sure to ask about this during your check-in process. Many private rentals on platforms like Airbnb do not provide this service, and according to the law, it is ultimately your responsibility to ensure you are registered.
- Make sure to bring your passport (not a copy) along with the address and contact information of where you are staying.

Dear Sir/Madam,
We have just returned from Budva and we were charged €1 /head a night tourist tax €0.5 /head a night (for six of us for 7 nights)as “osiguranje”..we received no explanation by the hotel what sort of insurance this includes. Would you be able to elaborate on this?I have no objections of paying a reasonable tourists’ tax if is invested in the local facilities/communities.
However, we found Tivat airport a complete mess on dangerous levels, the infrastructure/road works around the airport disturbing the traffic flow, Budva ‘s Slavonski beach dirty with cigarette buds and other rubbish (lack of smoking free beaches), the noise from Budva’s late night (often empty) clubs very disturbing.
I have visited Montenegro around 20 years ago. Although there are some improvements but it is still a lot more have to be done to improve the experiences of (foreign) visitors to your beautiful country of Crna Gora.

Here is my understanding of the tourist tax:
The tourist tax (Residence Tax) in Montenegro goes to the local municipality and is used to fund public services and infrastructure, such as road maintenance and border control services, that are used by tourists during their stay.
The tourist tax is not an insurance. Tourist tax is very common in Europe and charged in many countries.
As you can see from the roads, many infrastructure projects are currently underway. I acknowledge that the road project is chaotic, but progress is being made! To expand the roads and eventually the airport, we will all endure some inconvenience, but the improvements thus far are significant. Montenegro is a very small country, and infrastructure is definitely lacking. As more tourists arrive, it becomes increasingly difficult to complete all the work. I remain hopeful that things will get done, albeit slowly. While Budva is not my favorite place, there are many nicer locations to visit. I hope you will visit again, and if you would like recommendations, please do not hesitate to reach out.

Does the registration only concern those spending a night?
What about a day trip by car from Dubrovnik?
The tourist tax is paid for each overnight stay and requires the address of where you are staying. So if you are only visiting on a day trip you do not need to register and pay the tourist tax. When you cross the Croatia border into Montenegro you will be required to show your passport or if you are an EU citizen you can aslo use your ID card. If you are renting a car please make sure that you are insured to cross borders. Take care!
